Mr. Stansfield is a Certified Emergency Manager (CEM) with 10+ years of experience in complex local, regional, and State emergency response planning projects in California and along the West Coast, along with 20 years of operations center management experience. This includes extensive work in San Diego, Los Angeles, San Francisco, and Seattle with a special emphasis on catastrophic incident response planning and exercise projects including earthquakes, tsunamis, radiological incidents, and terrorist attacks through the development of local, state, and federal-level plans and exercises. Additionally, Todd supported disaster response operations during wildland fires in Southern California and post-typhoon in Guam and the Federated States of Micronesia. He holds an MSE from Catholic University of America and a BS in Naval Architecture & Marine Engineering from Webb Institute. Todd is also a retired U.S. Navy Submariner and qualified Navy Nuclear Engineer. Recent clients include the Port of San Diego, General Atomics, LA Department of Power and Water, and Youth Policy Institute, among others.
